Not necessarily - some states apparently do - some states don't.
I just got one and got the notice in the mail and the cost of the NO SEAT BELT ticket was $322!! Is this a joke??? A speeding ticket on the freeway is $360, why is a seat belt ticket $322?? This government is a joke.
Short answer: Yes a mail carrier can get a ticket. I know this because I am a mail carrier and I have a court date coming up to fight a ticket I was given while on the job and performing my duties.
All jurisdictions are different. Advice here can only be general. In California you pay the red light camera ticket fine to the court not the company that is acting as the vendor/operator of the cameras. If you get a notice in the mail telling you to pay a fine to anyone other than the superior court, that could very likely be a fraudulent notice. You would need to inform the police department or the district attorney of the subject jurisdiction. However, if the notice that you received in the mail has the website address for the court in the specific county where the citation was issued then that is where you can go on line and pay the fine provided that the specific county actually does have an online service to pay traffic ticket fines.
A parking violation is the act of breaking the law or regulation. A Ticket is notice of the violation.
You will get something in the mail to remit.
They will send you a violation notice in the mail with a penalty. If you still have your ticket, you may mail back the ticket with the toll fee and you will not have to pay the penalty.
In most jurisdictions, the officer turns over the ticket information to the traffic court. The traffic court will send out a notice, sometimes including a duplicate ticket.

I received a ticket in Phoenix via the photo/mail service. they told me that they do not report to any agency if the ticket is paid. it has not shown up on my insurance, yet. The ticket was received 11 month ago.
no!? did your mail man give you a ticket? only police can give tickets
If you ran a toll, you will need to pay the ticket to the highway authority. Typically, license plate pictures are captured when a toll is avoided. A notice will arrive in the mail notifying you of the offense and the appropriate action to take.
It happened to me. If you go to the website it will link you to the info you need to pay the toll. Otherwise, you will get a notice in the mail.

No, your insurance will not be cancelled without prior notice. The insurance company is required to mail you a notice of cancellation to the address that is on your policy declarations page. The length of time of the notice is different depending on the reason for cancellation and the state regulations in the state that you live in. Remember that the insurance company is only required to mail the notice and not to tract you down if you have moved or don't open your mail, or don't check your mail. These items are your responsibility. Also, you know when your payments are due so if you haven't paid your insurance when required you might give them a call and check the status.
If you bought ticket online, they will email your ticket to you. If you got it offline, you will get it as soon as you paid for it.
It depends on the locality. Most towns with this system will come after you for the ticket and report it to the DMV if it's not paid. It is better to just pay it, as it does not count for points on your license, at least where I live.
