Learner's permits are typically subject to state regulation. If it is stated, in association with the permit, that you must be accompanied by an licensed adult then you might be subject to a fine possibly resulting in a delay in your official license issuing. In other words, if your not sure as to the regulations put in place by your state authority, STAY OF THE ROADS!

what if im driving with a person in my passenger side who is like 25 but has no license ? will the same thing happen?

Again, you will have to check with your state regulations, I can't ethically answer that question with any certainty because I do not know what state your reside in or even if I did would I know the regulations for learner's permits. Sorry, if I were you I would just do a little quick research just to be safe. It would be quite the bummer if you were delayed in obtaining your real license for a mistake that could have been as easily avoidable as this one.

No, worst case is a fairly heavy fine, impound of car and the loss of your permit and ability to get a license for awhile. Still not worth the trouble.
