Yes, it would have been Notre Dame in Paris, although the building the cathedral was barely 20 years into the construction and it wouldn't be finished for another century. The first mention we have of Perotin is in "Anonymous IV" which was an English music student's notebook from ca.1280. Consequently there is no contemporary mention of Perotin during his lifetime, if he existed. Today, we use "Perotin" to personify the 2nd generation of Notre Dame composers - a period of amazing strides in 3- and 4-part polyphony.
