depending on the transmission in the truck it could be several things. a vacum modulator disconnected or bad (the vacum line going to it) or or the kickdown cable mis adjusted.. or possibly the shifter cable out of adjustment. With a little detective work and a haynes manual you should be able to determine the cause.
