Assuming you mean fluid ounces, this depends on which type of fluid ounce you're using. In the Imperial system that used to be used by the UK and Commonwealth, one fluid ounce was 28.4ml; in the USA system one fluid ounce was 29.6ml.

So in the old Imperial system one litre was 35.2 fluid ounces.

But in the old USA system one litre was 33.8 fluid ounces.

The great advantage of the modern system is that one litre is the same everywhere.
