milliliters is a measure of volume (how big?) and milligrams is a measure of mass (weight . . . sort of). You cannot convert from ml to mg or from mg to ml unless you know the density of the material being measured.
You would use it according to the instructions on the label or according to what your doctor tells you. If you mean the over the counter stuff, then you would scoop out about a half teaspoon or whatever amount it says on the container and rub it on your body.

I'm pretty sure you meant to say whipping cream. Whippingg Cream is the white, fluffy stuff in a container you can buy at a grocery store. Normally for cakes, pies, cupcakes, etc. Or just for you to eat plain. Like me(: The fluffy stuff is "whipped cream". Whipping cream is in the milk section and it's cream that has the most dairy fat. You pour it into a bowl and whip it until it becomes "whipped cream."
