It would be hard to say any material was a non-conductor of heat, although certainly some materials are better heat conductors than others.

Carbon forms Graphite and Diamond, both of which are relatively good heat conductors. (Graphite is also a good electrical conductor).

Air and gasses tend to be poor heat conductors due to the rarefied nature of their molecules. and the best insulators such as silica aerogel utilize this, as well as limiting convection.
