No, a flood can not be destructive and constructive, but it can be destructive.

I think Egyptians would disagree. The country of Egypt flourished for millennia because the annual flooding of the Nile deposited fertile soil on top of the Saharan sand.
A small flood, like a river one, will only damage basements. Things stored there will get wet and waterlogged, the floors will get really really yucky. Big things like tsunamis make people drown and destroy houses.
