NO... organs by definition provide specific functions... stomach prepares food for digestion... eyes provide visual sense.... liver filters blood etc..... muscles sole purpose is to articulate the skeletal system providing cantilever movement. maybe if the body had only one total muscle it could be argued that it was an organ. but there are many many muscles and together they comprise the muscular system. organs are included in systems as well, but not all organs are in one system.
