It's not a chemical reaction; it's purely physics. I think you're referring to what happens when you drop Mentos mints into an open bottle of soda. What occurs is simple but dramatic. A Mentos mint appears to be smooth, but in reality it's covered with microscopic rugosities -- dimples, wrinkles, etc. This both increases the actual surface area of the mint and provides "nesting sites" -- places where bubbles can form.

When you open the soda bottle, you've depressurized a solution that's supersaturated with CO2, and the CO2 is bound to outgas out of solution. When exposed to a Mentos, thousands of micro-bubbles form on the surface almost instantly, which in turn combine into larger bubbles, which in turn effervesce and overflow the bottle -- often dramatically.
