Well, I'm not sure exactly which Virtual Villagers you're talking about, but if it's the one I have, then I can answer your question. All you have to do is get someone with 3 stars for both building and 3 stars for cultivating. Then, you drag them and put them on the pile of rocks. After one person who has all those stars is moving rocks, you can have anyone help them (even if the other people don't have 3 stars on anything). I hope this helps, and sorry if it does not!
