No. Neptune does not have a solid surface, so it is not possible to land on it. It is what we call a gas giant.

EDIT: Well I think that if Uranus, which is also composed primarily of frozen gas and water, has a solid surface (which it does according to Thomas Arny, Stephen Schneider in their textbook Explorations: An Introduction to Astronomy), then Neptune probably does also. According to the previously mentioned text Neptune is difficult to study because it is so far from the sun but in 1989 Voyager 2 did make a flyby of it and took some pictures.
