Logically no. the gravitational force of Uranus is extremely low. Other factors come into play such as oxygen (assuming people will live there) as well as water and heat. With todays technology we wouldn't be able to reach Uranus alive. However, if you consider a broken piece of equipment (or something to that effect) on the surface of Uranus a city, then yes it's possible by todays standards.
