when water is a liquid it means there is a certain amount of energy (temperature) in every molecule for a given pressure (which on earth is about 1 ATM) now if you add more energy (temp.) then the molecules move faster until you reach 260 degrees F in 1 ATM and with that is enough to allow the molecule to shoot off the water and turn to gass. That is why gassious water takes up more room than water, because it moves further, faster, and therfore pushes harder. Now if you want to get your steam into liquid water you don't nessicarily have to cool it you could also increase the pressure which eventually would push the molecules so close together they you be water again
