Yes, it is possible to wallpaper over vinyl wall covering. Make sure the surface is clean, smooth, and free of any imperfections before applying the new wallpaper. You may need to use a wallpaper liner to ensure proper adhesion.

Since you cannot remove the old vinyl wallpaper can you coat it with latex primer before re-papering?

I'm unclear on why you say you cannot remove old vinyl wallpaper. I've done it many times and although it is time consuming and messy it can be done. Unless you have a first-hand knowledge that the paper was applied without sizing over bare drywall or is a product where the vinyl is part of the support (drywall, hardboard etc).... To accomplish this task, you will need something called a paper tiger or other such device, check at your local paint & wallpaper retailer, ask a clerk (tell them what you are doing and they should be able to point you in the right direction). The paper tiger has a series of sharp points on one side, which you draw over the wallpaper in a circular motion, scoring the top (vinyl) coat of the paper, Once you have accomplished this use very warm water and a commercial wall paper remover to soak the paper. Next strip the vinyl layer off the wall. This should leave you with a layer of backing paper. Saturate this and remove it from the wall, if you choose to use a scraper, be very careful not to gouge the wall beneath (I use a plastic putty trowel when I have to do this). Wash the wall down well to remove the glue, sizing and any remaining bits of the liner. When the wall is completely dry, prime and paint as you would any other room.

Will self adhesive vinyl like contact paper damage a painted wall?

Can you put sheetrock mud over wallpaper?

If you are speaking of very old wallpaper that is in fact paper, you might get away with it. The difficulty come with the adhesive used to put the wallpaper up... most of it is water based, which means when you saturate the paper the adhesive lets go, and the whole thing has the potential to bubble, wrinkle, or in some cases fall right off the wall. If the paper is newer, it may be vinyl or vinyl coated, in which case the mud won't adhere well at all. My best suggestion is to strip off the paper, before applying the mud.
