Dictators. There is NO shortage of food. There is way too much food, in fact. If you don't think there is, explain Cheetos. There is absolutely no earthly justification for that product--the corn it takes to make Cheetos could also be used to make tortillas for people in the Third World. But you go into any convenience store or grocery store in the US, and what do you find? Cheetos! Dictators can screw up the distribution of food in two ways--through greed, or through malevolence. A dictator driven by greed might take the money the country was going to use to buy or grow food, and instead spend it on himself or the people he likes. A malevolent one might see a population in his country he doesn't want anymore--Saddam's Kurds are a good example--and cut off food supplies to them to convince them to leave, or cause them to die of starvation. He might even send troops in to destroy crops they might have tried to grow. In a developed country, the unequal distribution of food is perpetuated through poverty. If someone can't afford to buy food, they can't eat. Charity only goes so far--if a charity can afford to feed 1000 people and 10,000 show up,
