No. According to the "Neptune Fact Sheet" at:
http://nssdc.gsfc.NASA.gov/planetary/factsheet/neptunefact.HTML
the mean density of neptune is 1.638 g/cm3. Since water has a density of ~1.00g/cm3 at room temperature, neptune is more dense than water and hence will not float.
So go ahead and drain the water from your bathtub... it ain't gunna happen.
Neptune is an uninhabited planet. No people, no need for cities, thus...no capital.
Without any heating systems or life support systems, any planet past Earth (Mars, Jupiter, Saturn, Uranus, and Neptune) would be too cold for humans to live. Also Neptune is a gas giant which has no solid surface to land on, so you could not even be on Neptune. So to answer your question directly, no Neptune is not the only planet that is too cold for humans to survive.
Neptune does not have a surface; it is a gas planet.
Neptune is the 8th Planet from Sun in our solar system. Now, let me rephrase your question slightly. How many moons does Neptune has? Because Neptune is a planet and can only have moons or satellites orbiting it. Answer to this question is would be 13. In other words, Neptune has 13 known moons orbiting and there could be more which are not seen by man or discovered yet.
No, a magnet does not float on dry ice. Dry ice does not have magnetic properties and cannot support the weight of a magnet like a liquid nitrogen bath could.
no they dont float like normal people
some nick names for poseidon is neptune and poseidon is a greek god and neptune is a real roman god of the sea like poseidon and poseidons coulture is neptune but poseidon is much stronger and much heard from people then neptune is and poseidons planet is neptune and thats why its so cold

the only way for aliens to live on Neptune is they have to be able to survive on a planet like neptune. it wouldn't be a very good choice unless the could live on a freezing and mostly gas planet.
Polymorph spells like Polymorph and True Polymorph do not inherently grant the target the ability to float. If the creature transformed by the spell gains a form that can float or fly, then it could float, but the spell itself does not provide this ability.
neptune like uran is below 200
Its name is Neptune

Most earthlike is a matter of debate, but could be Mars.Furthest is Neptune.
