There are a number of reasons that we couldn't live on Neptune. First, Neptune is what is called a gas giant (or ice giant, if you prefer). The tiny core of solid material is many miles deep in the atmosphere. The pressure there would crush us; it's millions of times that on the surface of the earth. Also, the atmosphere is primarily hydrogen, helium, methane, ammonia and water. That's not something we can breathe. Neptune is the "windiest" planet we know of with air movement of over 2000 kilometers per hour in some places. In the clouds, it's below -200 °C, and on the tiny rocky core, it's over 5,000 °C.
