We're not even certain that OUR star has an Oort cloud. The hypothetical Oort Cloud is too far away, and is composed of bodies generally too small, for us to be able to detect anything there even with our most sensitive telescopes.
However, this is one of those things that we cannot yet prove, but which sounds reasonable; that there is probably some left-over material around the solar system that never quite fell close enough to the planetary nebula to be included in the formation of the various planets. That some of this material, influenced by some gravitational force over eons, continues to fall in toward the Sun and the inner regions of our solar system.
So, while we have to say, "We don't know for sure", the answer is "Probably, yes."
Objects in the Oort cloud have never actually been observed; they are more theoretical that actual at this point. The problem is that they are so far away - hundreds or thousands of AU away - that they are invisible in our current telescopes. This will probably change as telescopes of greater and greater power are developed. That said, there is no reason why an Oort Cloud object of sufficient size should not have moons. Asteroids have moons; Pluto has three moons. It's just that we haven't seen them yet.
Jan Hendrik Oort suggested that comets come from the Oort Cloud. This is sometimes called the Oort Hypothesis.
Sedna is not located in the Oort Cloud. It is a trans-Neptunian object with a highly elliptical orbit that takes it far from the Sun, but it does not reach the distant reaches of the Oort Cloud.
There is no scientific evidence to support the claim of a planet-sized object like "Nibiru" passing through the Oort Cloud. The Oort Cloud is a theoretical region of space beyond the planets, containing icy bodies, comets, and debris. It is highly unlikely that such an event would create a hole in the Oort Cloud.
Long period comets (orbits of more than 200 years) are thought to have originated in the Oort cloud.

The Oort cloud is supposed to be the tenuous region of space far beyond the orbit of Neptune, which may (or may not) be where comets come from. Other than the occasional comet, we have no definite proof of the theory.
