an atom is neutral but this does not mean it carries no charges. it contains protons, which are positively charged and electrons, which are negatively charged. atoms contain equal amounts of protons and electrons so as a whole, they carry a neutral charge, but yes, technically they do have electrical charges from the electrons. an ion atom will contain charges as a whole though.
