If she's not fixed she could be in heat. Otherwise, I have no real idea. Could be a number of things. I'd take her to a vet. It could also be that the dog's anal glands need to be expressed. A vet can do this for you quickly and cheaply, and probably show you how to do it yourself. Just so you're aware in advance, the smell is disgusting and if it were me, I'm all about dropping the dog off and paying the vet $10! =) Certain breeds need to have their glands expressed more than others, maybe every month or two for the "worst" cases.
It may not have anything to do with the urine. Usually when there is a fishy smell, the Anal Glands are full and they need to be emptied, by a vet. The Anal Glands normally get emptied out, when the dog goes poop, but sometimes they get clogged and need to be emptied. It's a very easy procedure for the vet to do, and it is not at all expensive. You can do it yourself, but the first time it's always better to have a vet show you how, so the next time they need to be emptied, you can do it yourself. The reason a vet has to show you, is because they have to be emptied a certain way, in order not to cause injury to the dog. Usually with Anal Glands, people prefer to have a vet do it, because it is very messy to dog, and it really stinks when you do it. When I take my Chihuahuas to the vet, to get their Anal Glands expressed, it costs me under $20. I think it's a lot easier, for them to do it!

FASD? I have never heard someone use the full phrase for this problem. This is almost identical to HASD. (Human anal sac discharge). Odor is slightly more potent with a greenish tint. You may have to "suppress" the glands by holding the tail up and squeezing the glands outside right under the anus. (Use plastic gloves and a tissue or paper towel when you do this - sometimes the liquid will "squirt" out.) Same way you suppress the glands in a dog. If the cat won't let you do this, you may have to go to a vet. I have dogs and one in particular I have to suppress monthly. One time I had to do it to my cat, but she has been fine since. Hope this helps! This happened to my kitty a couple times, creating what looked like an awful wound near the anus. It might heal on its own, but probably the vet will need to stitch it up or give you an antibiotic that you can squirt in the wound to help heal it, that is what they did for my kitty.

In all likelyhood, you'll want to get it to the vet so that they can "express" the impacted gland and give the pet topical and oral antibiotics afterward.
