It's due to it's variation of distance from the sun. When it's orbit passes closet to the sun, more of it's surface evaporates. Due to it's small size, much of the atmospheric gasses that evaporate are lost by leaking out into space. It's thought that up to 18 miles of it's circumference has been lost this way.
