Chromosomes are structures made of DNA and proteins (specially histones). They are the genetic material which regulates all the cell activity and contain the hereditary information . They contain the information for protein synthesis and so on.

Chromosomes are contained within the nucleus. So any cell which has metabolic activity and has a nuclei contains chromosomes. Since plants are living beings they surely have "working cells" with nuclei and chromosome's. If they didn't have any cells with genetic material they would never be able to grow, reproduce or even live.
