yes the device must be grounded per NEC code. if the juncrion box is metal you must also sufficiently ground the box using a ground screw or clip. the ground box should be uninterrupted if the device is removed. (the device screws mounted to the box is not a suitable grounding means.

I also like to wrap the outlet in electrical tape, just incase the the wires were to come loose, they would note hit against the box shorting out. Finally, put the pieces back together. When should you use an ungrounded outlet?
If the wiring system into which you are installing an outlet has no ground available, use an ungrounded outlet. In an ungrounded system, an outlet with a ground contact would allow the outlet user to mistakenly, and perhaps dangerously, assume that a ground was present. if the valves have a place for a wrench to fit, usually they were threaded in. some plumbers still solder threaded valves & you can easily see the solder around the threads. If the outlet box is plastic, chances are they are threaded in.

The heater has a three prong plug and the outlet has 2? If it has blown the fuse or circuit breaker, it is drawing more current than the circuit can handle. That is the purpose of the fuse. If you only have 2 prong outlets, it is probably mounted in a metal box that should be grounded. It may not be or it may be in a metal box but the box is not grounded. They make an adapter that has a tab you put behind the screw that is holding the outlet cover in place. Grounding the heater is not going to stop it from blowing the circuit. Try a different outlet, remove something that is on the same circuit or use a heavier fuse which is not always a good idea.
