When it's running, the sediment in the fuel gets stirred up & blocks the filter, causing it to stall. When it sits for a couple hours, the sediment settles back on the bottom, opening up passageways thru the filter. It's just not 'sticking' to the filter. Either clean the tank & line, or remove the filter and run the garbage thru your engine, then install a new filter.
