Metallic character decreases as you go across any single period of the Periodic Table.

This is because metals are characterized by their ability to lose electrons to form cations; the easier it is to do so, the more reactive a metal is. Non-metals are characterized by their ability to gain electrons to form anions; the easier to do so, the more reactive a non-metal is.

As you go across any single period, elements gain an extra valency electron. This makes it harder and harder for those elements to lose their valency electrons, thus becoming more and more non-metallic.
