England is near to the North pole which, as you know, is very cold due to the sun's rays hitting it less than other locations. The UK is also hit by sun rays less than other countries, making the temperatures in the winter drop to subzero levels. Snow is made of frozen rain and so if it were to rain during the winter in subzero temperatures the rain would freeze and create snow. The amount of snow depends on the frequency of rain in the country and in England it rains a lot.
Hope this helps. :)
Snowfall in Cornwall, England is not as common as in some other parts of the UK due to its milder climate influenced by the Gulf Stream. However, snowfall can still occur during the winter months, particularly in higher areas of the county such as Bodmin Moor or the moorland regions.
