If everything is working as it should then no current flows when the breaker is off. This is no better example of this than there is on answers. When a do it yourselfer looks for an answer and gets one, the answer is always ended with the suggestion that before doing any work always shut off the breaker.

If the breaker is malfunctioning one symptom is that a voltage is still present even though the handle is in the off position. If this is the case change the breaker out immediately.
