This situation happens quite often. Shut the breaker off that feeds the fixture. Then shut the switch off that feeds the light fixture. Break the dangling bit off with your glove covered hand. If you have needle nose pliers grasp one edge of the shell of the broken bulb and turn it out. Another successful way to do it is with a small piece of stick. Shove it into the broken socket and twist it out just like you were turning out the light bulb. Install a new bulb, turn the breaker back on. turn the switch on and you should have light.
