Most gems are found in areas where gems have been harvested in the past. So, in other words, "word of mouth" can lead you to an area where miners have been successful in the past. A historically successful area of gem mining obviously indicates an area that has been geologically active to produce gems.
Once you have located these "hot-spots" of the country (this can be done by researching geological maps, treasure finds, and common knowledge as to where gems can be found). Emeralds specifically, tend to be found where areas of land have been underwater (the sea) in the past (millions of years), and are now considered dry spots in our climate history. North Carolina is a good starting point. Once geographically located, find an area that precedes a mountainous strand by at least 50-100 miles (should be flat, but not completely flat). This will be the easiest location to reach emeralds at their current resting point. A combination of pressure from previously existing waters, heat from existing fault lines, minerals present in the soil, and a history of wet/dry fluctuations will cause a breeding ground for emeralds (and many, many other gems).
If quartz is present in the soil and rocks of an area, it is a good indicator that conditions for gems to form might have been present in the past. Follow the trail of quartz downwards to possibly unearth any gems hidden below. Areas of solid rock containing quartz should be scavenged through because these conditions are usually ideal for emerald production.
Water can also be a "yellow brick road" to emeralds. In an area where rivers, creeks, or streams flow out of natural caves or springs, water can be followed to find natural "cracks" in the earth's crust to locate crevasses (or bubbles) where gems naturally form. Caution should always be taken to any quest into these cracks, because they are always slippery and unpredictable.
In more mountainous areas, deeper mining may be required. slight deposits of minerals may be found, but these minerals cannot be "successfully" mined without a true knowledge of where these caves, cracks, or splits can be found. rivers and streams can be thought of as a conveyor belt to take these gems out of the Earth. In their beds, many minerals can be found.
A brief soil sample from your chosen site is a good indicator of what may be found below. If sand, quarts, mica, or any other gems you see in this soil (even if in the smallest quantity) are present, follow the concentrations downward. Look for any samples of a mineral that increase progressively. This is your trail to follow. If you find a hollow space (of ANY size) beneath the surface, this is your best chance to locate emeralds (or other gems).
With any mixture of experience and common sense, you will at least find something worthwhile. Be it a $5,000 gem or a three day camping/mining trip that you only gain life experience, gemology always serves as an interesting way to pass the time. To increase your chances, uses the knowledge presented in combination with other resources and combine the two to form your own opinion. And as always, 'follow your instincts'.

You are able to find emeralds in the extreme hills biome (tall mountains and hills). They are very rare though. They are dropped as an item and not an ore. They are pretty easy to find in abandoned mineshafts as long as the mineshaft is in an extreme hill biome. Emeralds are not in veins making them harder to find. They can usually only be found as a single emerald ore. They can be obtained in the ore using a silk touch pickaxe. Emeralds can also be obtained by villagers in NPC villages. You can also trade emeralds to villagers for different items.
