I'm assuming you are asking about the rating of an LED - if so, you will also need the beam angle. The Candela rating should be the average over this beam - many LED manufacturers quote the maximum instead to try and make their products sound better. Also, 7cd (= 7000mcd) over 120 degrees would be a much brighter LED than 7cd over 15 degrees - unless of course you just wanted to illuminate a small area and were not using a lens or other optical system to concentrate the beam.
