The key to surviving floods is to build your house at a higher elevation. Another alternative would be to live on a houseboat. If it's already floating, it won't flood. There are also other ways to build houses that are less vulnerable to floods. In some areas houses are built on stilts. Certainly if you are expecting floods, you would not build a basement, which is the part of the house that is most vulnerable to flooding.
