Your best option would be to first completely strip the wheels of all old paint and rust, then go from there. First use a light coloured primer coat (two coats would be preferable), then you can use whichever paint you'd like - it doesn't necessarily have to be automotive paint, and you could even 'spray bomb' them, if you wished.
