When in low light conditions, such as dawn the chloroplasts move towards the top of the palisade layer due to cytoplasmic streaming. this allows maximum amount of photosynthesis to be carried out. In high levels of light the chloroplasts move back down to the bottom of the palisade cell as chlorophyll are damaged by light.
