You write it all up and submit it to the editor of one of the (many) scientific journals (which exist precisely for this purpose). He sends it out to people in the scientific community whom he believes are competent to judge the worthiness or otherwise of the work. If the concensus is favorable, it is published in the next available issue (usually monthly) of the journal. These publications are stored by most research institutions in their libraries, and increasingly, on-line.
