Calculate the surface area of the item to be powder coated. Then after finishing the production(Powder coating), find out as to how much powder is consumed and how many items are Powder coated. Then calculate the coverage in square inches per Kg of powder used as under:-

Surface area of item in Square inches x Number of items Coated

Do you use powder primer or normal creamy primer for mineral powder foundation?

Depends on the coverage you are trying to achieve. Cream will give the most coverage followed by liquid and the pressed and loose powder achieve a sheer coverage. Cream, liquid or pressed powder can be used under loose powder. Be sure to use a large fluffy brush for the loose powder application for the best result.

Which gives the most coverage tinted moisturizer foundation or powder?

tinted moisturizer is exactly what it says, a tinted, skin coloured moisturizer, so it isnt really going to give you a lit of coverage. Depending on what type and brand of foundation you get, that will be the base of your coverage. For more coverage and 'cake face' you can add a powder over the top. Just make sure its not translucent, and then you'll get a nice coverage :)

Polythene, also known as polyethylene, is a thermoplastic, not a thermosetting plastic. Thermoplastics can be reheated and reshaped multiple times without affecting their properties, while thermosetting plastics undergo a chemical change during heating and cannot be reshaped once set.
