Assuming that a part of something is still joined to the concrete with a Liquid Nails Adhesive, the best way to remove the part is to get some windshield removal wire from an auto parts store (you can get handles there for the wire, as well) and saw the part off, starting at one corner and working through to the other side. Having removed the part, the residue can be softened by coating it with a light layer of baby oil or mineral oil (same thing) and allow it to soak in and soften for several hours. As the oil is absorbed, apply additional oil to the concrete surface.The softened adhesive can then be scraped off with a scraper. The remaining residue can then be removed by wire brushing and rubbing with a cloth that has mineral spirits applied to it. Repeat until the residue has been removed.
