You cant explain colors and most blind people become blind after birth, so, they have an idea of how colors look like. Very few were born blind.
This Q&A is about light colours. Paint colours are substances, and different from light colours. If you hold up a glass prism to a beam of sunlight, you'll see the light form a rainbow of colours. This is called the spectrum. It consists of all the colours that make up "white" light.Although you might be able to see seven colours in the spectrum, the white light is really made up of three basic colours. These are called the primary colours because they cannot be made from any other colours. The primary colours of light are red-orange, green, and violet blue. The other colours you see in spectrums or rainbows are made by a mixture of the primary colours. When the naked eye looks at the spectrum, it can see three mixed colours, which are called secondary colours. The secondary colours in light are green-blue, yellow, and magenta-red. You can produce these colours by mixing the primary colours in certain combinations.
The first person to scientifically explain the formation of a rainbow was Isaac Newton in the 17th century. However, rainbows have been admired for thousands of years before that and likely spotted by many ancient cultures.

No one has been on Venus
Heavens, no! They've been fixed! That person is good to go!
I presume you mean 'a blind person'. Impossible to describe colours to a person who had been blind from birth.
its not possible if they always been blind
If the person has been blind all of their life, explaining color to them would be impossible. How can anyone have a conception of what color even means, if they never had the experience of seeing anything except darkness
There is no sovereignty in Antarctica, and so any flag you see has been developed and sold by a souvenir-selling profiteer. That person can explain to you what the colours of that souvenir represent. Antarctica is governed by the Antarctic Treaty, which is a form of condominium ownership. There is no government to issue a flag, currency or postage stamps.

No, in fact Helen Keller's teacher (Annie Sullivan) also successfully taught a girl who had the same problems that Helen did around that time. I don't know if it was before or after Annie taught Helen. I'm sure there have also been other girls that have been the same; we just don't hear about them because their stories aren't as popular.
You can determine if a person is blind by observing their behavior, such as using a cane or guide dog, or by asking them directly about their vision impairment. It is important to respect their privacy and beliefs about their own condition.
