I'm assuming that you are bonding it, and if it is a broken piece you are glueing together, then don't disturb the surfaces, other than removing dirt with a toothbrush and iso-propyl alcohol if the break is an old one. If it is a flat surface you are glueing, clean the bond area first with alcohol or wax and grease remover and carefully sand the surface with 120-180grit paper until it is dull. Try not to touch it with your fingers. use a 2- part epoxy glue, as it bonds well to most plastics . I'm not sure if Phenolic resin based glue is available. It would provide the best bond because it is closely related to bakelite. An electronics store may be able to help.
