Are you asking how to make a plastic lens filter for your camera?

If you want a really cheap one, you could just buy a sheet what theatre people call "gel" and cut out a piece to fit over your lens. The sheets are huge compared to the size you'll need (usually about 20x24 inches) and cost less than $10. If you have a friend who's a theatre geek, you could ask and see if he/she has any scrap pieces left over.

For example, a pale yellow or "straw" filter can be used in black-and-white photos to nicely enhance the appearance of the sky (it makes clouds stand out a lot more from the background).

If you were trying to ask something else, you'll need to be more specific about what "plastic filter on pictures" means.
