I believe the pump is in the fuel tank on your car and just pull the tank and replace the pump. The less gas you have in it the easier it is to handle. On some cars you have to drop the exhaust system some.
The 1991 Mercury Topaz has a fuel tank capacity of around 13.5 gallons.
If your 1989 Mercury Topaz starts but won't stay running, you should check the fuel system, including the fuel pump, fuel filter, and fuel injectors. Additionally, check the ignition system for issues with the spark plugs, ignition coil, or ignition module. Finally, inspect the air intake system for any blockages or leaks that could be affecting the engine's ability to run smoothly.
A low idle could be due to a faulty idle air control valve or a vacuum leak, causing poor fuel-air mixture at low speeds. Losing power on hills and stalling in traffic could be due to a weak fuel pump or a clogged fuel filter, resulting in insufficient fuel delivery to the engine under load. I recommend checking these components for any issues.
Most likely the timing is a little too high for low grade octane. Either go to a higher octane ( $$$$ ) or best, with a timing lite, just lower the timing till it stops knocking for the fuel that you are using.
Mercury Optimax is a direct fuel-injection two-stroke outboard motor developed by Mercury Marine. It is designed to provide high performance and fuel efficiency by injecting fuel directly into the combustion chamber. The Optimax technology aims to reduce emissions and improve overall engine efficiency.

According to my Chilton's Auto Repair Manual : For a 1989 Mercury Topaz ( front wheel drive ) ( 15.9 US. gallons )
Should be just one.

The fuel pump is located in the tank, and the tank must be removed to access it.
For a tune-up on a 1994 Mercury Topaz, you should change the spark plugs and spark plug wires to ensure optimal engine performance. It’s also important to replace the air filter and fuel filter to maintain proper airflow and fuel delivery. Additionally, checking and possibly replacing the ignition system components, such as the distributor cap and rotor, can enhance reliability. Finally, consider changing the engine oil and oil filter for overall engine health.
