ballasts can hum for several reasons, too low input voltage, too large of a load (wrong bulbs), or just cause they are dying. usually they need to be replaced.
If this is a dusk-to-dawn security light, the flickering could be caused by ambient or reflected light striking the cds mounted behind a small lens on the (side of most) cabinet. This causes the light to turn off, the reflected light (perhaps combined with ambient) is reduced the light turns back on and the cycle repeats. On my lamp, the light stays on for 6 - 10 seconds before flickering off and back on under these circumstances. You can check if this is the cause by sticking some black electrical tape over the lens - light will stop flickering if this is the problem. Good luck, Dr. Emmett Brown
