Potential politicians may have already left, resulting in the government bring less competent or maybe more corrupt. If the economy gets worse, crimes rate may increase due to the peoples' desperation for money, affecting the safety and security of a country. Also, as these educated people work for other countries, the other countries' growth might also result in the slow development of the country as they have smarter people that can contribute to their economy.
