The closest the two planets ever get is in excess of 17 AU (2,543,166,000 km). Pluto's orbit slips "inside" Neptune's, but the orbital path of the one does not actually cross that of the other. As regards proximity, Pluto actually passes closer to Uranus (11 AU) at its closest than it does to Neptune.
