Water levels on earth have changed a lot over time. If you imagine 150 million years ago most of the UK (where i live) was under 100's of metres of sea water!!

If a fish died then, was buried and fossilised, then the sea levels dropped, he will still remain buried where he was and so could be on land today.

Also land can rise, (like when mountains form from 2 pieces of land pushing against each other and squeezing the middle up) so the buried fish can be pushed up with this rising land.
