Once the savanna had lots of trees. Then as the elephant population grew, the need for food also enlarged, and elephants, not being tall, like giraffes, started to push the trees over to get at the new leaves; this (which they still do - watch David Attenborough) and the wild beast migration has flattened the plains, turning them into the dry, grasses of today.

Answer 2:

One theory as to why the rain forests receded and the savanna formed is a climatic change. Trees need more moisture than grass. A drought killed the trees and grass took over, forming the savanna.
