It just depends what day you get. I live on Oahu (the island w/Honolulu and Waikiki), and January can be very, very wet. We often get thunderstorms and flash floods (stay away from hiking and waterfalls during this time -- it's VERY dangerous). With that being said, it rarely goes below 70 degrees F in the day or 60 degrees F at night. So even when it's raining, if you've got an umbrella, a waterproof jacket, and you roll up your pants legs, you'll be fine. If it's not raining, the sun shines (it might be a little windy), and you can still surf.
