A paper map - is only as accurate as it was when it was printed. It cannot update itself to take into account changes in the data that it contains.

You can't. Map updates are not free. You must pay for them.
Yes you can any GPS system can work anywhere on the globe provided you have a good map or an overlay map build in to the system
