The problem is that "near future" is pretty ambiguous. If there is a fairly well defined date range for the predicted next eruption on the order of perhaps a range of a year or so (or maybe a decade or so) it would be considered active. If the best guess is on the order of a hundred or more years in the future, it would be considered dormant.

Some definitions consider any volcano that has erupted in the last 1000 years to be "active".
