It's Shieldon!. you find a fossil from underground and go to orebrough city and there is a massive mining museum in the eastern direction... go in there and there is a guy in a white gown behind a counter, he is stood next to somebody else. Go to him and he will take the fossil off you if you say yes, then you go outside(make sure you have 5 or less Pokemon in your party then go back in and speak to the same guy... he should give you your newly-carved Pokemon.

You have to go underground with your explorer kit (found in eterna city) and find a skull fossil. Then go to Oreburg city and he will extract Cranidos from the fossil. You can then evolve your cranidos into a rampardos.
If you mean Cranidos you can get one by digging underground for a long time until you obtain a Skull Fossil. Next, go to Oreburgh City and find the Mining Museum, behind the Pokemon Center. Talk to the man behind the counter. When he says "Do you want me to turn your fossil into a pokemon?" say yes. If you have more than one fossil select the skull fossil. If you don't it will just turn your skull fossil into Cranidos anyway. Now go outside, find a PC and make sure that you have one space in your party. Then go back to the museum and talk to the same man again. He will give you a Cranidos.
